The Department of Planning, Housing and Infrastructure has finalised the Riverstone Town Centre Rezoning Proposal.
The Department publicly exhibited the proposal for 28 days from 4 June 2025 to 2 July 2025 and received 359 submissions. Feedback received during exhibition informed the finalisation of the proposal which seeks to create a more liveable, walkable, connected and flood resilient neighbourhood.
Amendments have been made to the Blacktown Local Environmental Plan 2015 (Blacktown LEP 2015) to reflect the zoning changes and enable the delivery of:
approximately 2,850 new homes with 1.5-3% dedicated to affordable housing
increased employment land to support 1,200 jobs
over 10 hectares of new or improved open space
a new main street with retail, dining and shopping areas
improved transport connections
increased building heights ranging from 2 to 15 storeys
a more flood resilient neighbourhood
